Animal Advocacy & TNVR Campaign
A Voice for a More Humane Future
At CDF, we believe animal welfare also means speaking up for better systems. We advocate for humane, scientific, and sustainable approaches to managing community animal populations.

Why This Matters
Advocacy for Lasting Change
Our work goes beyond individual animals. We engage policymakers and the public through legal advocacy, public forums, and awareness efforts to promote humane animal population management.
We are working toward making TNVR a national standard for community dog management — helping create safer communities while reducing unnecessary suffering.
Our Approach
Moving Away From Cruel Population Control
CDF opposes cruel and ineffective methods of dog population control, including poisoning and culling. We legally challenge these practices and advocate for a more humane alternative: TNVR — Trap, Neuter, Vaccinate, and Release.
01
Trap
Dogs are safely and humanely brought in so they can receive the care they need.
02
Neuter
Neutering helps control population growth and reduces the number of unwanted litters.
03
Vaccinate
Vaccination helps protect community dogs from preventable diseases and supports healthier communities.
04
Release
After recovery, dogs are returned to their familiar communities rather than being permanently removed.
Stand With Us
Compassion Backed by Action
We believe lasting change comes when humane treatment, science, public awareness, and responsible policy work together.
